Once the police know a crime has been committed i.e. falsification. If the criminal faces no repercussions for their crime, they can easily do it again

Otherwise they are promoting this behaviour. The criminal will feel that was easy, I damaged that person and the police knew and did nothing, guess what I'll do next time I get upset about something.

Then the police wonder why they are overloaded with crimes.
